percent tax on elective cosmetic surgery.

There are two choices. Cosmetic surgery is health care or it's not (in the
sense of the current debate over providing health care).

If cosmetic surgery is health care, then this is an effort to tell you what
health care you can and cannot have, at least at the margin. All health
care the government doesn't like will be burdened in some way so that
everything is forced into its vision of what you should get. This is in the
same vein as taxing private insurance plans. Level playing field did I
hear? Dead before the thing even becomes law. How is this not socialism
when the government plans to regulate the health care and health insurance
you can and cannot have?

If cosmetic surgery is not health care, this tax is unrelated to health.
It's just screwing a random minority to fund a bad idea. Not surprisingly,
people getting cosmetic surgery are usually Republicans. The Democrats are
screwing members of the other party. It's a rotten game from the word "go",
a spoils system to beggar the electoral losers, nowhere in sight is a
deliberative process to improve the commonweal. Contemplate all of the
political favoritism that will come after this passes.
