it as a surrogate for health care, or on a lesser scale, for transportation
to and from hospitals.* " [1]

Of course, there is no incentive to do something prudent. 911 is
effectively free to everyone, and the ambulance is free to many. Zero
marginal cost means a near unlimited consumption desire. We're about to see
a lot more of this problem with the current health care "reform".
