"House Speaker Nancy Pelosi has a warning to health insurers who try to
ram through rate hikes: Don=92t do it. Speaking to a dozen or so
columnists a yesterday, Pelosi warned that insurance companies that
gouge their customers won=92t be allowed to participate in the new
insurance exchanges that will become available" [1]

It's news to me the bill even authorizes that sort of blackmail.
Regardless, just how exactly is that supposed to work? The government is
forcing insurance company expenditures to rise (e.g. "must issue") but
is trying to prohibit them from raising prices to cover the cost. There
are a couple of choices here:

1) Democrats are just so plain dumb that they don't understand the idea
that you have to pay (somehow) for what you get.

2) The intention is to socialize the system, and forcing insurance
companies into bankruptcy is their way of doing it. Thus, the bill
before us is a deceitful act (since "public option" did not pass).

Both being true is possibility too.

The electoral math is obvious. The Democrats want to campaign on
promises, not reality, thus many parts of the bill won't take affect
until after the election. It's a shame in a way they didn't implement
everything instantly, forcing prices up, prohibiting premium increases,
bankrupting insurance companies by November, leaving the outcome of
their good ideas more apparent in time for the elections.
