In April, House Democrats voted to to make Puerto Rico either choose
statehood or some independence weaker than the current commonwealth status.
This is a transparent and shameless effort to add more Democrats to
Congress. They won't even Puerto Ricans them to keep their current status.
The last time a vote was held, 69% of Puerto Ricans wanted to continue
their commonwealth status [2]. Thus, this bill isn't even an honest effort
to gauge the will of Puerto Ricans, but a contrived alternative to force the
Democrats want.

Texas has about five times the population of Puerto Rico. How about letting
it split into five states as part of the bargain in order to roughly balance
the politics? At least one of those mini-Texas's would be Democratic,
cancelling a Republican one, leaving a Republican bonus of either 0 or 2,
thus averaging one, and canceling Puerto Rico.

I don't know the Republicans would be any better were they were offered the
same choice, but this is the sort of corruption that comes from single party
rule. It's also immensely hypocritical after the cries of foul in the 2000
Florida election, over mere dozens of badly and dubiously marked ballots, to
just add to more senate seats. I suppose it's like FDR's court packing
plan.
