If this were really true, it would be an argument for legalization in order
to instantly stop all trafficking (the real number is more like 50% than
90%). It's distressing that the debate is so far gone that the DEA can
admit the illegality of drugs is the problem, rather than the drugs
themselves, and no one dares suggest that means anything except more
enforcement.
