too much safety, again

18 months ago, my landloard had a new A/C unit installed. As part
of the bargain, he got 'free' checkups from Hallmark for a couple of
years. Today I got one of those 'free' checkups.

The heat exchanger was cracked. The repairman was obligated by law
to disable the furnace so that I could not use it. The presumed
reason is for *my* safety from carbon monoxide poisoning.
Furthermore, it is illegal to get it fixed, it has to be replaced,
meanwhile I freeze. Replacing it would cost at least $800
(resulting in eventual rent hikes). Needless to say, it is illegal
to do your own furnace repairs.

What is the result of this enlightened attempt to save me from
myself? I intend to refuse all future inspections. That should be
good for safety. Eventually, I'll have to since it is now illegal
to add your own freon (or install anything which uses it). You have
to be part of the government approved monopoly to do that.

The repairman gave me a break though, he skirted the law by only
turning the gas off instead of actually disabling the furnace. So,
I turned it back on.
