a slightly greener government?

In today's Chronicle: "The federal government uses 300,000 tons
of paper a year." Clinton's proposing to make that paper have a 20%
recycled content. Without even worrying about the extra gas it takes
to move and recycle paper or the extra deinking toxins poured in the
rivers, this just barely nibbles at the problem.
I have a proposal to reduce that paper to about 3,000 tons
per year and completely save instead of merely recycle the balance :-)
